If you are installing a ledger , you need to install some sort of membrane and flashing to prevent water intrusion

I think that’s good advice. As the man said there are many different codes. Here in south Florida, AKA, hurricane alley, you would also need to apply Miami Dade County approved joist hangers to each rafter or joist.
