The difference between Section 1 & Section 2 items

Section 1

Evidence of active infestation, infection, or conditions that have resulted in or from infestation or infection.

Section 2

Conditions deemed likely to lead to infestations or infections, but where no visible evidence of such was found.

Most escrow transactions only require a Section 1 clearance, however VA Loans and VA refinances most likely will require a Section 1 & 2 clearance.
